Sierra Leone, on the West Coast of Africa, a former British Colony, is the world’s poorest state. A decade long civil unrest wrecked its economy and millions of people lost their normal way of survival. The Truth and Reconciliation Commission (TRC) released a report after the conflict stating that bad governance and corruption were the key factors that led to the war.
The government of Sierra Leone under the Sierra Leone People’s Party (SLPP) created an Anti-Corruption Commission (ACC) to help reduce the spate of corruption in government. Throughout the tenure of the SLPP in governance, the ACC could not prosecute any major corruption cases order than the incumbent party’s minister Momoh Pujeh. There were wide spread speculations that the ACC was created to weed out those government considered anti-SLPP.
This 5.5 Million populated country went through the ballot in 2007 and saw in the opposition party All People’s Congress (APC) stating that the Tejan Kabbah led SLPP could not deliver what they promised. Under the leadership of the APC, Ernest Bai Koroma revamped the ACC with a new phase and within a few months, his right-hand person Energy and Power Minister Haja Afsatu Kabbah and Sierra Leone Postal Services boss Kanji Daramy were in the tenterhooks of the ACC.
This recent incident of the alleged involvement of Haja Afsatu Kabbah – in awarding a fraud and costly contract to Income Electrix sparked a wide media and public attention. This matter is the case study of this film.
This documentary film is an investigative report on corruption in the Government of Sierra Leone and the fight of the APC’s ACC.
Objectives:
a) To show that corruption is detrimental to the development of the national economy.
a) To show how ministers are not awarding government contracts to deserving applicants but to those they favor.
a) To educate the population on workings of government procurement and the conditions for awarding contracts.
a) To show that lack of strong political will to fight corruption will kill the works of the ACC.
a) To educate the public and the media on how to motivate the ACC to fight corruption and not to weed out people that stand against bad government policies or those governing party does not favor.
a) To dispel the myth that people cannot fight corruption except the ACC alone.
a) To try to tell the truth about the contract between the Government of Sierra Leone and Income Electrix in which the latter claims that the former owes them the sum of US$ 8m.
Documentary focus:
The focus of this piece is to show cases of the repercussion of political corruption. Corruption in government has affected most people in the country and they are willing to tell their experiences. This new government according to wide spread speculations is in itself corrupt. People will tell their experiences in which one big corrupt case in government hampered their possibility of benefiting from funds meant to develop their communities. Government pledge before they came to power to give strong commitment to reduce corruption and since they have been in power for over a year, this piece will look into how strong is their commitment.
