The municipality Talibura where the volunteer will be spending much of her time is a matriarchal community. Although it has a matriarchal system, women however are less regarded for community development. This could be seen in the family and community where women are voiceless and men are usually the decision maker either it is within the sale of their crops or community decisions. It is expected that with the presence of women community organizers or female volunteers, community women will be feeling freer to voice their issues and problems facing their families and communities and gender inequalities

The concept of collaborative watershed resource management has just been started in Indonesia and it is still at an early stage. Thus, still only a few institutions are adopting these approaches.

In Flores particularly in Sikka District mostly of the stakeholders are working independently and very sectorally. These stakeholders who have a common aims for the welfare of disadvantaged group don’t want to work together. Small NGOs and Civil Society Organizations are continuously mushrooming in the area and are potential partners for development of the local government. Due to very weak coordination and partnership with one another via horizontal and vertical networking this Civil Society Organizations usually come and go.

The Local Government of Sikka East Flores, Indonesia as an important partner government agency would help a lot a in the policy formulation and implementation for a collaborative watershed management. To ensure that the approaches will be accepted in a wider scale by partner stakeholders and efficiently be carried out to people, a support and partnership is badly needed and policy assistance would help a lot for the success of the program. A lot of important government line agencies and civil society organizations however, are still hesitant to support the program because of misconception of the concept of the sharing of resources and expertise.
The presence of a foreign volunteer that has an experience and exposure on a collaborative, participative and comprehensive watershed management program and as capacity builder worker is urgently needed. The volunteer can contribute to facilitate in the continuation of the PRA research, data profiling and evaluation and will facilitate the drafting of a manual for a comprehensive watershed management plan in which relevant stakeholders have been contributed in the development of the plan

Rough work plan of activities of the volunteer:

Identify the issues and concerns that hinder and facilitate the adoption of a collaborative management approaches in Sikka district.
The volunteer will assist in the continuity in the conduct of Participatory Rural Appraisal watershed NangaGete as a pilot model area
Assist and facilitate the data profiling and evaluation for each for the watershed villages for further analysis.
Assist and facilitate in gathering some technical data that will be used in further impact evaluation.
Facilitate and capacitate the coordination team and other temporary committees to implement their plans.
Assist and facilitate the designing of manual for a collaborative and comprehensive watershed management plan through workshops, consultations or public hearings in partnership with the coordination Team and Bappeda Staff at the community level and district level involving all sectors of the community through participatory processes.
Assist the Coordination Team at the District level so as to accommodate the voices of all disadvantaged groups during the development planning and drafting of the watershed management plan and policies.
Assist and facilitate in the legal draft of the watershed management plan (DRAFT PERDA)
